"The Liberty of the Post-Moderns? Market and Civic Freedom Within the EU"
Richard Bellamy, Professor of Political Science, University College London
Taking its cue from Benjaminʹs Constantʹs famous essay, this
paper uses the case of EU citizenship to explore how far ancient,
civic, freedom can be combined with modern, market, freedom.
Many commentators have, in different ways, argued that the
forces promoting European integration call for a new form of
post‐national citizenship that either builds civic freedom on the
basis of the liberties of the moderns or does away with the need
for it altogether. These arguments are disputed.
Richard Bellamy is Professor of Political Science and Director of the School of
Public Policy at University College London. He is the Founding Chair of the Britain
and Ireland Association of Political Thought.

A Film Screening for the 20th Anniversary of the Fall of the Berlin Wall

East‐Berlin, 1961, shortly after the erection of the Wall. Konrad,
Sophie and three of their friends plan a daring escape to Western
Germany. The attempt is successful, except for Konrad, who
remains behind. From then on, and for the next 28 years, Konrad
and Sophie will attempt to meet again, in spite of the Iron Curtain.
Konrad, who has become a reputed Astrophysicist, tries to take
advantage of scientific congresses outside Eastern Germany to
arrange encounters with Sophie. But in a country where the
political police, the Stasi, monitors the moves of all suspicious
people (such as Konradʹs sister Barbara and her husband Harald),
preserving oneʹs privacy, ideals and self‐respect becomes an
exhausting fight, even as the Eastern block begins its long process
of disintegration.

Horst Freitag, Consul General of the Federal Republic of Germany in New York
Transatlantic Relationship ‐ 20 years after the Fall of the Berlin Wall
Dr. Horst Freitag served as the Commissioner for the Middle East Affairs
at the Foreign Office in Berlin advising Foreign Ministers Joschka Fischer and
Frank‐Walter Steinmeier. After the end of the German EU Presidency in 2007 he
joined the Center on the United States and Europe at the Brookings Institution in
Washington as a Visiting Fellow. During his career Dr. Horst Freitag held various key
appointments, including the Director of the Defense and Security Policy Division
as well as Director of the Special Task Force on Iraq. His diplomatic career
has taken him to postings in Tegucigalpa, Washington and to Ramallah as Head of the
German Representative Office to the Palestinian Authority.

Fighting for Democracy & Human Rights in Georgia
Film Showing and Discussion with Activists
"At the Top of my Voice" (directed by Larry Kamerman and Sudhir Venkatesh)
A verité documentary about two Georgian activists fighting for
democracy and human rights in their home country, At the Top
of My Voice is one story of those who struggle for free thought
and expression. Set against the backdrop of the 2007 crackdown
on democracy in the Republic of Georgia, the film follows
activists Irakli Kakabadze and Anna Dolidze as they return to
their native country to shine a light on the violence and
corruption of President Saakashviliʹs regime and take part in
monitoring his controversial reelection..
The one hour film will be followed by a discussion with the
activists highlighted in the film, Irakli Kakabadze and Anna
Dolidze, who will address some of the issues raised in the film
and be available for questions and answers.

Dr. Christine Mahoney (Syracuse University)
“Brussels vs. the Beltway: Advocacy in the United States and the European Union”
Dr. Mahoney is an Assistant Professor in the Department of Political Science at Syracuse University. Her book Brussels vs. the Beltway: Advocacy in the United States and the European Union (2008) is the first large-scale empirical study of lobbying in the US and the EU. She has also published in European Union Politics, the Journal of Public Policy, the Journal of European Public Policy as well as a number of edited volumes. Her work has been supported by a Postdoctoral Fellowship at Syracuse University’s European Union Center of Excellence, a Fulbright Fellowship to the European Union, a Martz Award and an RGSO Fellowship. She has held visiting scholar positions at the Free University of Brussels and Oxford University.

"Business Interests in the EU"
Dr. Coen is the Distinguished Fulbright Scholar at the Kennedy School Harvard University in 2008/2009 and Professor of Public Policy and Deputy Director of School of Public Policy at University College London, London University. Prior to UCL he held appointments at the London Business School and Max Planck Institute and completed his PhD at the European University Institute. His research assesses the distinct nature of Brussels business lobbying strategies and considers the effects of the European Commission and Parliament on interest group transparency debates. His second research theme studies the emergence of Networks of European regulatory agencies in Energy and telecommunication sectors. Recent books include EU Lobbying: Theoretical and Empirical Developments, (2007) Routledge and Lobbying the European Union: Institutions, Actors and Policy, (2008), with Jeremy Richardson, Oxford University Press. He will be at CES from March to June 2009.

"European Parties"
Dr. Adams is a Professor of Political Science at the University of California, Davis. Dr. Adams studies voting behavior, parties' election strategies, and political representation in Western Europe and the United States. His work encompasses both spatial models of party competition and empirical analysis of parties' policy programmes. He is the author of Party Competition and Responsible Party Government: A Theory of Spatial Competition based upon Insights from Behavioral Voting Research, and co-author of A Unified Theory of Party Competition: A Cross-National Analysis Integrating Spatial and Behavioral Factors and The Geometry of Elections: Using Simple Geometric Principles to Illuminate Properties of Group Choice as well as numerous articles in the Journal of Politics, the British Journal of Political Science, and the American Journal of Political Science, among others.

Transnational Responses to Human Trafficking in the Balkans
Human trafficking has become a global obsession of the international community in the past decade and the Balkans a key target in their anti-trafficking efforts. An expanding network of local non-governmental, state, and transnational actors are directly involved in every stage of the policy making process in the region. While transnational efforts have achieved some success to date, anti-trafficking initiatives have encountered a number of unintended consequences due to inherent conflicts between law enforcement and human rights approaches. The discussion will consider some of these effects and discuss policy recommendations that can assist in better coordinating national and transnational strategies to combat the human trafficking trade in the Balkans.
